M. Gregg Bloche is Professor of Law at Georgetown University, nonresident senior fellow in Economic Studies at Brookings, and adjunct professor at Johns Hopkins University.Leslie A. Meltzer is a Greenwall Fellow in Bioethics and Health Policy at the Johns Hopkins Berman Institute of Bioethics and the Georgetown University Law Center.
