MARTIN WEINEL is Research Fellow at the Centre for the Study of Knowledge, Expertise and Science (KES), Cardiff University, UK, and Lecturer at the Institute of African Affairs at the University of Leipzig, Germany. JAN PETER WOGART is Senior Research Associate at GIGA, Hamburg, Germany, and Lecturer at the University of Applied Sciences in Bremen, Germany.
