UK Kirkus Review » As befits the style and outlook of almost the last patrician prime minister in British history, Robert Gascoyne Cecil, third Marquess of Salisbury (1830-1902), was a pessimist about a future in which he feared populist nationalist and democratic feelings would overwhelm rule by a traditional elite; he was also worried about a world order that was drifting inexorably towards major international conflict. His strength lay in reassuring the propertied classes of England that there would be no threats to the established order at home and that security abroad was to be found by keeping the balance of power in Europe for as long as possible while expanding the size and power of the British Empire everywhere else. Salisbury has until now failed to attract a heavyweight biographer, perhaps because much of his achievement lay in foreign affairs rather than domestic politics. Steele, however, has triumphantly corrected that neglect in this scholarly and deeply researched book that will long remain the standard work. (Kirkus UK)
