Mary Jo Bane is the Thornton Bradshaw Professor of Public Policy and Management in the John F. Kennedy School of Government at Harvard University. David T. Ellwood is Academic Dean and Malcolm Wiener Professor of Public Policy at the John F. Kennedy School of Government at Harvard University.
