In 1979 the United States Congress passed the Taiwan Relations Act (TRA), which reaffirmed US committment to Taiwan. Dr Lee examines the making of the TRA both as the classic tug of war between Executive and Legislative branches which charaterizes the American political system, and as a paradigm of forward-looking policy making in which the US Congress played a central role.
