ANDREW MASSEY is Associate Dean (Research), University of Portsmouth, UK. He is author or co-author of several books and articles on public administration and public sector reform, including most recently, Modernizing Civil Services (with Tony Butcher), Edward Elgar, 2003 and Decentralizing the Civil Service (with R.A.W.
