JOHN LOUGHLIN is Professor of European Politics and formerly Jean Monnet Professor at Cardiff University, UK, and European Studies Visiting Fellow at St Antony's College, Oxford, UK. Previously he held positions at the Erasmus University Rotterdam and the University of Ulster.
