James Lester is professor of political science at Colorado State University and the 1999-2000 Fulbright Distinguished Chair of the American Studies at Humboldt University, Berlin. David Allen is associate professor of Political Science at Colorado State University. Kelly Hill is affiliated with the National Conference of State Legislatures. Jeremy Black is professor of history at the University of Exeter. His 27 books include: European Warfare 1660--1815; Why Wars Happen; War for America; and War and the World 1450--2000.
