Howard J. Wiarda is professor of Pol itical Science and the Leonard J. Horwitz Professo r of Latin American Studies at the University of M assachusetts, Amherst, a senior scholar at the Woo drow Wilson International Center for Scholars, and senior associate of the Center for Strategic and International Studies in Washington, D.C.
