Howard J. Wiarda is Professor of Comparative Politics and the Leonard J. Horwitz Professor of Latin American Studies at the University of Massachusetts at Amherst, senior associate of the Center for Strategic & International Studies (CSIS), and Senior Scholar at the Woodrow Wilson International Center for Scholars, both in Washington, DC.
