SAMANTHA POWER is Executive Director of the Carr Center for Human Rights Policy established at the Kennedy School of Government at Harvard, USA. GRAHAM ALLISON is former Dean of the Kennedy School, USA. He has authored or co-authored more than a dozen books and over 100 articles, including Essence of Decision: Explaining the Cuban Missile Crisis which has more than 200,000 copies in print.
