JOHN WELSHMAN is Senior Lecturer in Public Health in the Institute for Health Research at Lancaster University, UK. He is author of Underclass: A History of the Excluded, 1880-2000 and of recent articles in Economic History Review, The Journal of Social Policy, and Twentieth Century British History. JAN WALMSLEY is Visiting Professor of Learning Disability in the Faculty of Health and Social Care at The Open University, UK.
