Author Biography - John J. Tierney

JOHN J. TIERNEY, JR., holds a doctorate in international relations and teaches at the Institute of World Politics. He has also worked for the U.S. Arms Control and Disarmament Agency and lectured in Department of Defense programs. He lives in Washington, D.C.
