Kwa Chong Guan is Head of External Programs at the Institute of Defence and Strategic Studies, Nanyang Technological University, Singapore, and Co-Chair of Singapore's National Committee of the Council for Security Co-operation in the Asia Pacific. John K. Skogan is Senior Researcher at the Norwegian Institute of International Affairs, presently engaged at the Norwegian Institute for Defence Studies, Norway.
